The Führungszeugnis (Certificate of Good Conduct) is issued by the Bundesamt für Justiz (the German Federal Office of Justice) to certify that the holder has no criminal record.
The Certificate of Good Conduct is issued in German only, which means that if you're applying for a residence permit in an English-speaking country, and if you're required to submit a Certificate of Good Conduct, you must submit an English translation of the certificate.
